2020 California Housing Forecast Similar to 2019

Taking a look back at how the 2019 California housing market transpired, it wasn’t too far from what was projected.  Prices were expected to increase 3.1% but they increased by 4.1%.  Now with 2019 behind us I wanted to look at the 2020 projections.  These are statewide projections and real estate is generally very local in terms of pricing so this can’t be relied upon as a specific report for your area or neighborhood.  This is just a general snapshot, so take it for what it is worth.  Also, data from this report was compiled in September, 2019 so the numbers for 2019 are simply projections for how the year was supposed to turn out, four months prior to its completion (most data from this blog and any quotations have been taken from the California Association of Realtors 2020 Housing Market Forecast).

The 2020 forecast calls for a small 0.8% uptick in the number of units sold compared to 2019.  The projections for 2019 were that 390,200 units would be moved.  The 2020 forecast calls for 393,500 housing units expected to change hands statewide.  2019 saw a 3.1% decrease in units sold as compared to 2018.  The 2020 expected median sale price in CA is $607,900, which is a 2.5% increase over 2019.  2019 saw an uptick in pricing of 4.1%.  So in summary, slightly more homes will change hands in 2020 and home values are expected to increase at a rate of about 60% of what they increased last year.  So prices are cooling off with a very slight bump up in the number of homes sold.

I’m not exactly sure how the home buyers and sellers will feel about the 2020 market vs. the 2019 market.  Will the 2.5% increase in values make it feel like the market is cooling?  It is certainly cooling off from the 4.1% growth in 2019 but its “cooling” in an upward fashion.  Even with the slight uptick in the number of transactions, the market should remain a sellers market due to the 2.5% increase in values.  The 0.8% uptick in the number of transactions isn’t enough to create a buyers market, especially with values increasing.  Another thing to look out for is if local and state government put any new restrictions and or fees on new construction.  With more red tape there could be fewer homes for sale which would definitely keep the market in the sellers corner for 2020.

But getting back to the 2020 forecast put out by the California Association of Realtors, let’s go over some of the other factors weighing in on the California housing market in 2020. 


“With interest rates expected to remain near three-year lows, buyers have more purchasing power than in years past, but they may be reluctant to get off the sidelines because of economic and market uncertainties,” said C.A.R. President Jared Martin. “Additionally, an affordability crunch will cut into demand in some regions such as the Bay Area, where affordability is significantly below state and national levels. These factors together will subdue sales growth next year.”

One thing that home buyers will be able to take advantage of in 2020 is low interest rates.  C.A.R. is projecting 30 year fixed mortgage rates to hit 3.7%.  We have not seen interest rates that low since 2016 when they hit 3.6%.  So expect homeowners to be refinancing again and for buyers to be wanting to lock in on historically low interest rates.

“California’s housing market will be challenged by changing migration patterns as buyers search for more affordable housing markets, particularly by first-time buyers, who are the hardest hit, moving out of state,” said C.A.R. Senior Vice President and Chief Economist Leslie Appleton-Young. “With California’s job and population growth rates tapering, the state’s affordability crisis is having a negative impact on the state economically as we lose the workers we need most such as service and construction workers, and teachers.”

The article goes on to state that it was projected in 2019 that 30% of the home sellers said they would purchase their next home out of state.  People are being squeezed out of this market in CA. and are searching for greener and cheaper pastures in other states.
Something that we’ll all be watching is how the 2020 elections for the POTUS affect the stock market and the housing market.  That could be somewhat of an X factor in the 2020 projections.  However, those results should not have much effect until the latter part of 2020. Looking at the sales data over the past 6 months shows that Granville’s Deauville Estates home sales have been strong in Clovis CA. 93619.  There have been 10 sales in the past six months in this original Granville location located on the South West corner of Shepherd and Temperance Ave.  Just looking at the averages of the sales the size of the average home sale in here was 2,663 sq. ft.  The median home sale price was $497,700 and just under $188 a sq. ft.  That is a descent price per sq. ft. with homes being on the larger size, etc.

Why do people like this neighborhood to the extent that they will pay these high prices?  After all these homes are nearly 20 years old now having been built between 2000 and 2003.  Well, first of all Granville makes a good product.  They are one of the premier builders of tract homes in the greater Fresno/Clovis area and they are a local builder.  They have built up a strong reputation by putting out a quality product over several decades.  That is one of the reasons why this neighborhood is attractive.

Another reason is the location being that it is in North East Clovis.  Everything to the north is open land that will probably one day be future housing development.  But besides the great location there is also a nice neighborhood park and walking paths through this neighborhood.  It was a well thought out community even 15-20 years ago.

You can probably recall the Buchanan Estates floor plan that has the enclosed patio in the middle of the home’s footprint, well it is back and better than before.  Introducing the new and improved Buchanan Estates homes which combine some touches back from around 1998-2002 and blends them with modern designs.

I recently toured the Mercer plan which is 3,817 sq. ft. and larger than any of the original Buchanan Estates plans by 200-300 sq. ft.   I was dazzled with what I saw on the inside and out.  Now The Reserve collection in Clovis is just on the border of Harlan Ranch on the west side of De Wolf so it has no homeowners association or monthly dues.  There are currently three plans built on the corner of De Wolf right now.  The first one, which is the Mercer plan, is on the the corner of Loyola.  The other two are just to the south on the corner of the next two streets.

There are only around 23 lots available at this location and a Wathen Castanos representative told me yesterday that about half of the lots are already spoken for even though the models are the only ones that are fully finished at this time.  I wish I would have visited these homes earlier in the year as they seem like they will not last long.  I took a bunch of photos so that you can enjoy these homes from the comfort of your home or smart phone, etc.

If you are looking for an estate sized home on an estate sized lot in north Clovis then you need to consider The Reserve.  I don’t have any pricing info on these homes but it is probably in the $600,000-$800,000 range.  Leo Wilson is building at Harlan Creek just to the south of The Reserve.  Wilson has many homes built out there already and construction crews seem to be working at a fierce pace on that development.  I was told by a Wilson representative yesterday that the Windsor and Reagent Park homes are going in at Harlan Creek.

I decided to take a look and see what the recent sales and active listings showed in regards to pricing.  I was sort of blown away that 94 homes came up as sold properties in the past six months or those that are active or pending in escrow.  I have not even begun to look at the pricing as I’m still wrapping my head around the volume of transactions here during this current low inventory market.

58 homes have sold over the past six months.  The highest sale was for $799,500 but that is sort of an outlier as most homes in here are smaller tract homes (Wathen Castanos or Leo Wilson homes) on small lots.  But there are some custom homes built by Elite that are pushing the pricing north.  Of the sold homes the lowest went for $242,950 and the median sales price was $300,500.  The average sized home that sold was 1,755 sq. ft. and the average price per sq. ft. was $190.

Looking at what is actively for sale today there are 22 homes.  Of these the average price per sq. ft. is $198 and the homes are 1,849 sq. ft. on average.  The highest listed price is $639,000 for a 2,681 sq. ft. home on a 17,202 sq. ft.  lot.  You can view that property here if it is still active.

14 homes are listing as Pending or Pending Accept Backup.  This community of Harlan ranch is popular among young families, business professionals and those who are looking to downsize.  Of the 94 homes I surveyed (sold in the past six months or active/pending homes) 69 of them had lots that were less than 5,000 sq. ft.  Some of these were as little as 1,800 sq. ft. lots.  There were only five homes of the 94 homes that had lots above 10,000 sq. ft.  These 5 homes average $209 per sq. ft.
